Q #1: Is doing a lot of cardio a good idea if you eat too many calories a day?

I don’t like to see exercise as a form of punishment or purge for eating too much.
Here are 2 ways to handle it better:
1) If this happens once a month, it’s no big deal. Just go about your normal life and stay consistent with your regular workout pattern.
2) If this happens once a week, or several times a week, then it is a nutritional behavior problem that needs to be corrected, and excessive exercise is not the answer.
Build your body, don’t beat it.
Q #2: What is the best interval training program for fat loss?
Answer:
No interval method has been proven to be the best for fat loss…but intervals have definitely been shown to be better than regular cardio for burning fat fast.
So using a variety of ranges for fat loss is like using a variety of rep ranges for muscle growth. That’s what you prefer.

It seems that everything is fine. Fortunately, fat burning exercises are designed to give you more recovery than the traditional 5 days a week workouts for body part training. Use the days off for recovery methods (walk the dog, run your errands, etc.).
Every couple of months take a week off, do some high intensity low volume training and do a few different things to improve your recovery.
